Where does a deck actually fail first?

Almost never the boards you are looking at. The failures that matter start at the house, at grade, and at the guard posts, and they are all out of sight.

The ledger and what is behind it

Water that gets behind an unflashed ledger rots the sheathing and band joist, and the bolts then have nothing left to grip. We open it up rather than guess.

Posts at grade

End grain sitting on or in wet ground wicks. A standoff base holds the post clear of the concrete, which is the difference between thirty years and ten.

Footings that never went deep enough

A pier short of 42 inches lifts every winter. We dig a test hole rather than take the original builder's word for it.

Guard posts that cannot take the load

A 4x4 notched or lag-screwed to a rim joist often cannot develop the 200 pound horizontal load the code asks for. Dedicated hold-down hardware exists for exactly this.

Stair risers out of tolerance

Three-eighths of an inch is the whole allowance across a flight. The bottom step is where it usually goes wrong, once the landing has settled.

Fasteners eaten from inside

Bare or electro-galvanized steel in modern treated lumber corrodes, and mixed metals corrode faster. Replacements go back hot-dip galvanized or stainless, matched.

Why repairs here cluster around the same six things

A deck is a small structure that carries people and then goes uninspected for thirty years. Repair questions from Rochester Hills homeowners

Probe it. Push an awl, an ice pick or a screwdriver into the support posts, the guard posts, the joist ends and the stair stringers. Sound wood resists; rotted wood is spongy and gives under the point, and it is often darkened or cracked. Where the soft spot is matters more than how big it is.
Small localised rot, roughly thumb-sized, can be chiselled out and treated with a preservative. Anything larger means the member gets replaced. Rot or movement in the framing, the support posts or the ledger is not a patchable condition, and a rotted ledger never is.
It depends where the movement is. A guard that flexes when you lean on it is a fall risk at height. A whole frame that sways is missing lateral bracing or a hold-down connection. A deck that has dropped at one corner is usually a footing that never reached 42 inches and has been heaving each winter.
Opening it up. The ledger carries half the deck's load into the house, so the work means exposing the connection, checking the band joist behind it for rot, replacing anything soft, re-fastening with half-inch through-bolts at 16 inches on center staggered, and flashing it so water cannot get behind the board again.
Structural work is worth a call to the Building Department before it starts. Replacing a board is maintenance; rebuilding a frame, changing the footings or reattaching a ledger is not, and the permit triggers for a new deck are within 3 feet of the dwelling, over 200 square feet, or part of a pool enclosure.
Because stairs take the most concentrated wear and the least attention. The classic fault here is an uneven bottom riser once the landing pad settles, and the code allows only three-eighths of an inch of difference across a whole flight. Stringers also sit close to grade, which is where rot starts.
Possibly. Modern copper-based preservative is roughly twice as corrosive to steel as the chemistry it replaced, and electro-galvanized or bare steel fixings corrode inside treated lumber. Mixing stainless fasteners with galvanized connectors sets up galvanic corrosion. Connections then degrade from the inside where nobody can see them.
When the money goes into a structure that is already at the end of its cycle. If the footings are shallow, the ledger is compromised and the guards cannot take the code load, three repairs cost more than one replacement and you still have a 1980s deck at the end of it.
